General files of Arvid Sather, Richard Malmgren, and Frederick H. Miller, pardon counsels of Governor Warren P. Knowles. The files of Arvid Sather which cover the period 1965-1968 contain correspondence, memoranda, and other reference material grouped into general categories such as civil rights demonstrations in Milwaukee, fair housing and equal employment, highway safety, and various interstate compacts related to water pollution and water quality issues. Sather's files on civil rights are among the most valuable documentation in the Knowles gubenatorial files on civil rights in Wisconsin during the 1960s. The Malmgren/Miller files are combined and document the counsels' work on the Governor's Committee on Eminent Domain and the State Group Insurance Board.

The Group Life Insurance Board was created by Chapter 512, Laws of 1957, to provide a program of group life insurance for state employees.
